You should play the game before you come to your false conclusions. The PVP zone is massive.... really big. You can wander around and not see anyone. If you were hard core on getting your sky shards, you could even choose to make your home PVP server a low population one to see even less people.

Actually, as they had stated in the past, you will be able to choose an empty campaign - voila, PVE Cyrodiil.

Be careful. It's not as simple as just pressing ctrl. I've caught a few people that I spotted from a distance (outside bow range) who were crouching and must have thought they were "invisible". You have to be smart and keep your eyes open. Act like an escaped convict running from the man and you will be okay.
