Matt Firor put that rumour to bed, anyone that still says this is either ignorant or intentionally doomsaying.
I think SWTOR may have come close to that number, due to hiring all the voice talent they did. Yeah most of the budget went towards the story and voice stuff, rest of the game certainly showed its lack of attention.
All I saw was an erroneous tweet and a satirical article referring to it but I have not read any official response. Companies usually don't release that kind of information.

It was an explosive argument for the haters on many other websites. The first time I saw this rumor posted with it saying the game cost 200 million all the haters went ape-**** and the very next day someone upped this to 250 million. There were still posts on the very front page of the forums on one site saying 200 mil yet someone had to use exaggeration to bolster their ignorance on the subject and said the game cost 250 mil. This is how rumors get out of hand in a very short time. And people believe this instantly without source.
I also posted the link to the devs debunking this and guessed that the game could perhaps cost 100 million (still a hefty sum for a AAA game. I had hoped to express the amazing difference in cost vs $200) but of course I received replies that that was still insane and "close" to 200 million anyway. o.O This is the logic one has to deal with in the internet: people thinking $100 and $200 million are the same???
These are people complaining that a $15 sub is too expensive for them. They complain they have to spend $20 more in order to get perks they want. The same people dismiss $50-$100 million as "no difference". I can't even rap my head around the stupidity.
Software development takes time and money, half the internet does not have a clue what resources and expenses go into software development. When making something from scratch it costs money and takes time. And if it did sot that much to make ...so what!
development budget, or overall budget? I can easily see an overall budget of $200M.
GTA5 had a development budget of $137M, $120M marketing, $8M Production ($265M)
I'm seeing a lot more marketing than GTA5 had... and the development has been going on for how long? They started in 2007 IIRC... gta was 2008-2013, so 2 years longer x salaries...

A lot of the AAA games have large overall total budgets especially when it comes to marketing. Making games still cost quite a bit of money especially if the project takes 4+ years to make
An high class MMO is very expensive to make, I can easy see it being far more expensive than GTA5.
To put things in perspective WOW has 50.000 unique quests, no random radiant, all are handmade, yes 90% is kill or gather 10 but is it sill an insane number.
Outside of marketing, people. What stupid decisions the company might have to market is independent of the costs to make it. And this obviously isn't GTAV.
Besides it's already been confirmed ESO definitely didn't have a 200 million dollar budget.
