The Faction
Vault 86 was designed to test the strength of free market ideals, particularly in the situation of a limited consumer base; many pre-war corporations continued (and later collapsed) after the Great War in Vault 86’s ‘skyscraqer inspired’ depths. On the 15th of November, 2188, the Vault opened and Midas Valley, colloquially known as ‘The Gulch’, was founded.
The city-state is led by a minimalist government, the ‘Cabal’, composed of the most wealthy individuals/corporations who form ‘The Board’ and are then ultimately led by the most wealthy individual/corporation who holds the title of ‘Chairman’. Due to the Vault itself, however, being the most valuable asset in the settlement and it being own, entirely, by the Vault-Tec corporation, which everything inside it simply being leased, Vault-Tec’s current head has always held the Chairman position and likely will for a long time.
The citizens themselves are healthy and well educated, the settlements small size preventing any major income disparity between classes; they have gained a reputation in the area for being unwilling to compromise, industrious and, at times, ruthless.
Technological advancement has often been fundamental to the society which stems from the constant need to create new produce for the Vault’s small consumer base, from here too comes the industrious nature (to control the scare luxuries and resources of the Vault). Merit too is valued above everything, prejudice is not present, nor is it tolerated.
Law enforcement in Midas Valley is the Cabal’s main, and often only, priority; theft of property is ranked alongside murder and is punished with execution by hanging. Pettier crimes are often punished with fines and/or loss of citizenship and expulsion. Typical gear for offices include Vault Security equipment with some scavenged US Army Combat Armour and rifles.
The Settlement
Midas Valley
Midas Valley is a small settlement built around the cave entrance which leads to Vault 86. The town itself is a small but advanced settlement with most of the http://images.wikia.com/fallout/images/7/7a/Fo2_Vault_City_Downtown.png and parts cannibalised from sold-off areas of the Vault. The Vault came with a “true” Garden of Eden Creation Kits which has been used to completely purify the land surrounding outside of the cave. Pristine trees line the central avenue of Midas Valley and fields of lush green grass, along with many farms and orchids, surround the town’s walls.
The walls themselves are high enough to ensure to they cannot be assailed (at least by a potential criminal) and are well lit during night time in addition to periodic automated plasma turrets; the two corners (as the wall is joined to a steep rock-face at one side) topped with guard posts who look out through the night.
Outside of the town’s walls however is a more impoverished area which houses non-citizens who work at Midas Valley; the walls are thinner, the quality of life lower, but conditions here are by no means diabolical.
Vault 86
Despite existing for over a century, Midas Valley does not house the majority of the population. Vault 86 was built to mimic pre-war skyscraqers and apartment, the Vault being far deeper than it is wide. The majority of the Vault is built around a multi-storey courtyard with two long ‘streets’ branching from it which branch into further streets (which themselves are simply wide and long corridors).
All of the town’s water is purified here and the majority of it’s food grown, in the event of an attack it will serve as the evacuation point, with the citizens simply re-entering before sealing the door.
The Character
Name: Howard G. Greenwood
Race: Caucasian
Faction: Cabal, Vault-Tec
Age: 47
Appearance: A man whom physically is no different from a common male, average stature and build with brown hair smoothed back and angular features.
Clothing: Vault-Tec Jumpsuit
Misc Items: Pre-war watch (those now with a strap fashioned of some post-war lizard).
Personality: Howard is typical of that of 86er, hard-working and self-driven; that aside he bears the responsibility of all of his people and their saftey which he takes very seriously. He also hides some information which was hidden in the Vault’s computer system.
Traits: Selfish (which is viewed as a positive trait by 86ers), self-confident and un-comprising. Outside of work he is similar to a pre-war citizen, he enjoys good drink, good company and good entertainment.
Bio: Born to a wealthy family, Howard has wrangled his way to the top job in the town by being the best there is. (Sorry if this seems rather brief but I really want to craft the character as I go along. Unlike my previous character, Alan Sutler, I haven’t had 3 years to craft him and so Howard seems, at present, insultingly open. I will work on this).
