I personally haven't seen this concept art anywhere. Found it from uesp.net but I don't really know how reliable that site is.
So is this "Ice Wraiths" concept art new or even official?

They're entirely missing the antenna-things the in-game screenshots have drifting back. But besides that they look pretty accurate.

So they're essentially very cold and spiritual dragons?
