New Vegas is a new game, it uses the same engine as Fallout 3, and seems to have much of the same core gameplay mechanics, but it is a fully stand alone game, it will be separate from Fallout 3 and you won't need Fallout 3 to play it, I think that answers your question.

It is a completely stand-alone game. Aside from using the same engine and some of the same art resources it has no connections with Fallout 3.

They announced a while ago, that there would be NO more DLC for FO3....
