My 2 pence, for what it's worth...
Your Dynamic Weather setup should go a little more like this:
Fallout3.esm
Anchorage.esm
ThePitt.esm
BrokenSteel.esm
PointLookout.esm
Zeta.esm
...
other esm's
...
Enhanced Weather - Rain and Snow.esm
Xepha's Dynamic Weather.esm
...
other mods/esp's
...
Enhanced Weather - Weather Sounds in Interiors.esp
...
Xepha's Dynamic Weather - Main.esp
Xepha's Dynamic Weather - Anchorage.esp
Xepha's Dynamic Weather - The Pitt.esp
Xepha's Dynamic Weather - Broken Steel.esp
Xepha's Dynamic Weather - Point Lookout.esp
Xepha's Dynamic Weather - Rain.esp
Xepha's Dynamic Weather - Green Tint Remover.esp
[merged patch, etc...]
(Incidentally, you have StreetLights.esm mixed up in your DLC esm's - push it down a little.)
Get rid of these entirely:
Enhanced Weather - Rain and Snow in Fallout.esp
Enhanced Weather - REBOOT.esp
The only crash you can expect from Dynamic Weather is if you try to use
Xepha's Dynamic Weather - Rain.esp without
Enhanced Weather - Rain and Snow.esm. The former depends on the latter.
Then, out of the mods that I recognize as being unstable, I would try removing/disabling:
BoSPatrols.esp - nice when it works, has caused me problems when it doesn't.
CASM.esp - had a habit of catching the "crash on save" bug (now I only ever save manually in interiors).
Mart's Mutant Mod - Zones Respawn.esp - not sure about this, but have read others having issues with it. I have it disabled for now.
You might also try reigning in MMM to more conservative settings. So, no increased spawns etc...
Make sure you have all auto saving functions disabled, and like I said already, I only do manual saves - usually as soon as I enter an interior and then before exiting to an exterior.
Also, a little trick I discovered recently, that seems to subdue repeatable crashes, is to kill your character - blow yourself up/throw yourself off a high place or something, then reload your last save and save again (maybe followed by quitting the game before continuing from that save). I'm not entirely sure what happens, but doing this seems to clear out corrupt "stuff".
There's also the console command, PCB (PurgeCellBuffers), although I'm not entirely convinced of its effectiveness.
Don't forget to create a new merged patch after adding/removing mods and juggling your load order.
Hmmm.... Out of suggestions now...
Good luck!
