Is this true about Enchanting?

Is it true when you disenchant an item that gives say a 15% increase in something, you'd be better off waiting to disenchant an item that's a higher percentage. The idea being that because you disenchanted an item that only gives 15% rather than higher % when you go to enchant an item with it it will be weaker. I always thought it was completely dependent on how high your enchanting skill was a the time you try to enchant the item.

I read this at a very well known and reliable site I'd rather not name if it's something that needs a correction.

The strength of the enchants you make is related to your enchant skill, not the strength of the particular piece you disenchant. You just learn the effect when you disenchant. The strength of the item to be disenchanted does not matter.

Can you provide a link to the page where you read what was in your original post? That seems like a very un-UESP-like error, and maybe the page is ambiguous and/or poorly written and needs to be cleaned up.

That line is a bit ambiguous, they need to specify they mean xp dependent on the effect learned.... larger increases. <--- I may have been reading it wrong but I think it's a bit vague. The first part, "skill increases" well does that mean +5 vs +15% pickpocketing, no, they mean how much xp you get from the item. Which I think that's interesting, the higher % an item is the more xp you get when you disenchant it.
