Fortify Restoration loop to create a potion with super high Fortify Restoration effect. Drink the potion and then put on an Amulet of Talos. You'll have no shout cooldown after that.

For a start, an Amulet of Talos combined with the Blessing of Talos from one of his many shrines, and make sure you pray at one of those shrines regularly to renew the Blessing (do not pray at the shrine of another divine as it will only allow you a single Blessing at any one time).
