After much playing times most locations have food and tableware scattered all over the floor.
I would greatly love a spell to return all such items currently in a room to their origional locations.

Is this possible?

You could try waiting in game for 31 days. That is supposed to reset all the cells and stuff should get put back in the original place. It's what happens to our houses when we display stuff and the game puts something back where you moved it from.
