Time Slow in Skyrim

Yesterday when I started Skyrim, everything in the game was in slow motion as if the slow time shout had been used. However I hadn't used the shout and and the same thing has happened to all my other saves. When I had stopped playing the previous night everything had been fine. I own the game through steam and the first thing I did was to verify my game cache, but that didn't help. I removed all the mods I had installed, but that still didn't help. I have now just completely re-installed Skyrim through steam, but the problem is still there. I have also tried using the console commands "set timescale to xx" and "sgtm x" neither of these worked. I am not stuck in walking and sprinting doesn't help either. I have tried starting a new character but I have the same problem. I also have odd popping noises that occur during the Bethesda logo when launching the game but the rest of the main theme is fine.

Any help that could be provided in any form will be much appreciated.

Did you fiddle with your Vsync settings?

Are you running something like Anitlag or similar that caps frame rates?

no I haven't done anything the the vsync settings and i dont use anything that caps frame rates.

First off all make your gfx settings of your graphic card to default state.

Uncheck all your Mod's.

Delete your "Skyrim.ini" and "SkyrimPrefs.ini" files and leave the game generate new files on the next start-up for you..

After that go to your C:\ drive - right click [Properties] - Tools [Error Checking] - Check

(Let it restart and do the checking...)

Do a Verify game cache files via steam.

Start a new game with a new character.
