I always saw the Temple as collecting tithes from everyone.

What with the declining state of the Temple of late I think the Houses not interested in preserving the Temple would've started to neglect collecting tithes, especially Hlaalu and the Telvanni (who probably never collected them to start with). So while the Temple would still hold moral sway over the populace as it used to (although that may too be declining), it would be in an increasingly worse situation otherwise. I view my situation at the beginning of this RP as quite difficult really, hopefully I'll be able to go into more detail during the RP, it's quite interesting really.

In a time like this, I can almost see someone like Hlaalu (spelled it right for you Solidor) demanding that any Temple building on their land would have to pay almost a sort of tax to them. Sort of like what happened to the Christian monasteries in Europe maybe? Granted, I don't know just how far the Hlaalu neglect for the Temple runs, but since they seem the most Imperial and are on friendly terms with them, I'm sure they have somewhat disregarded the Temple. Plus I don't know if the Temple has... well temples spread across Vvardenfell to begin with, so yeah...

Just one point I want to make and a question I want to ask.

First off even though the Great Houses play a huge role in Morrowind, we must understand that these is the elite for the most part of Dunmer society. Not everyone falls into one of these houses. There is a large pool of people in the middle and more so in the lower classes that are not directly aligned with any of the major houses. So keep that in mind.

Secondly, how do you guys feel about horses? I know they weren't in the Morrowind game but that was due to mechanics. They tried to tack on some lame reasons later on like "Dunmer eat horses." But that's non sense. If anything eating horses would cause a society to keep raising them. We all eat cows and chicken, does that mean our respective countries don't have cows and chicken? No that's idiotic. The next excuse is the volcanic ash killing all the grass and horses would starve. That's non sense. The ash that comes from volcanoes is some of the richest. After volcanoes erupt and settle down, the areas were ash lands is very lush with vegetation. So personally I don't see any reason why we wouldn't have horses. On the contrary.

Mainland Morrowind has horses...well, Imperial horses. The Dunmer have probably never really had a need for horses. being as they have flying bugs, guar, and other assorted alien beasts of burden. We should stick with those.
