Timeslip's Shader Editor - functional?

The title says it all. I'm running Windows 7 x64 with the latest .NET and the editor starts. Choosing a shader, however, leads to a "Could not find ShaderDisasm.dll" which is in the same folder as the .exe. Switching to XP compatibility mode and run as admin instead gets "File is not of correct file type" on selection. Has anyone gotten this thing to run recently? I don't even want to edit a shader, I want to out - and - out replace it; I have the other file somewhere near ready, I just have no way to use the editor. Alternatively, is there any other software that can do this?
