He would look exactly the same as he does every single time you see him. Standard Issue button-up collar shirt, with jeans (floods) and you can see his striped socks when he sits down (with his leg crossed over the other one) and leather shoes. And his hair will be flying all over the place because hair is an OBSOLETE STRUCTURE because he's the [censored] GAME DIRECTER AT BETHESDA GAME STUDIOS! .... And he will have a silver longsword, and he will be labelled Imperial Guard but will only be able to get knocked unconscious and will have all the functions of a regular guard but have a different voice... as this is an easter egg.

He'd surely be telling us about a new sport which is so easy to understand that anybody can just pick it up and play.

How about Bosmer Illusionist?

Bosmer for obvious reasons.

Illusionist because based on this forum, he seems to to be adept at charming alot of people. And he can demoralize others. He seems very capable of string people up in a frenzy. He can also make classes, schools of magic, skills, etc disappear. Oh, and maybe he can see in the dark too.

He would be a Nord or Imperial or Breton Tutor telling you every step in the Tutorial and gives you advice when in combat

He would be a Khajiit running from City to City, always being late for a meeting.
He would be a trainer in Enchanting, but only when he has made it to a meeting in all of the cities unharmed.
Todd would then settle down in the Whiterun, where he will take a daily stroll down the city each day, but he will
spend most of his time reading the book "Controls and Scripts."

If Todd Howard was an NPC, I would reverse-pickpocket some drag clothes on him and watch him put it on. The I would use the Skull of Corruption on him. Once he's dead (he beat his own [censored], LMAO), I'd use the Staff of Worms on his corpse to reanimate him. I would make him follow me and attack anyone I want. Then once the guards killed my undead Todd, I'd lead him to the Throat of the World and push him off as payback for horse armor.

Well, he was in Oblivion if you went to "Todd Test", and let me tell you he was very impressionable and my favourite was "Ok, I feel normal".lol I believe this character was in various other test places.lol

But if he was actually in the game's world and not the testing places, then well he'd definitely be a dual-wielding Bosmer in a similar vein to Gaenor, perhaps an easier foe as he is trying to make the battle more accessible to newer audiences.
