Not all of them are toggleable. There are often corresponding Papyrus functions for a console command, but not for all. And not all of them do the same thing. You can check through these console commands. If they don't have a link to a Papyrus version of them, that means that you can't toggle them or change them through script. There are some SKSE plugins that open up more functions, but not all of the console commands will be accessible no matter what.
