Tongue-Toad : III

I'm doing the "Silence Tongue-Toad" quest, but I can't figure out how I should convince Tongue-Toad to leave town. When I ask him about his name he just says:

What? The Fighters Guild sent you to kill me?

I don't see any dialogue topics which seems relevant to this quest. I have already talked to Percius Mercius from the Ald'ruhn Fighters Guild about it.
Also tried raising Tongue-Toad's disposition to 100, but nothing changed.

Edit: Nevermind this, I fixed it by opening the console, clicing on Tongue-Toad, and writing AddTopic "kill me"

I had the exact same problem so I had to kill him.
