Weapon Mod Kits. It doesn't actually add any new weapons, but it adds a buch of variants to weapons. The combination are nearly endless.

FWE adds weapons and some armors. Not a metric buttload but a fair share. And the control panel options can be tweaked to be just like vanilla FO3. A good deal, I think.

If you are looking just for weapons, I would recommend getting individual gun mods, and installing a bunch of them. When a mod is dedicated just to a single weapon (Zealotee's ACR is a good example) the outcome is a very high quality gun. When someone tries to make 50 guns at once, the overall quality usually isn't as good, but there are exceptions.
