I'd say it would be rather wasteful for them to set a Fallout game in Boston, a city that houses the Institute and is the location most prominent of androids, and not use the androids in some essential manner. There is still much to be explored with the android in the Fallout universe, and it would be a wasted opportunity to just leave them as a measly enemy type in the wasteland. So I find it highly possible and reasonable enough to assume they will play a significant role in some form in-game.
Fallout is the 50's idealistic version of the future, blown to hell. Androids fit quite nicely into the Falloutverse. Bethesda already fleshed out established concepts in Fallout 3, which incidentally, introduced Androids into the mix, however slightly.... It's high time Bethesda brings their own creation to the series, instead of working off already established concepts. Those established concepts are also present.
Beyond the fact that a quest in FO3 dealt with Androids from the Institute and that the Institute is in the Boston area, what exactly has implied that Androids will have some "apparent pre-eminence" in this game?
Everything else I have seen about androids in FO4 has been speculation on this forum. If I have missed some actual information from Bethesda that implies that Androids play some major role in FO4, please link it so we all can know what the OP is referring to. That being said, my guess is this just another knee-jerk reaction post to someone reading some speculation or watching some you-tube blogger spout off invalid info as if Bethesda stated it was a "thing".
Personally, I think there will be SOME reference to "The Replicated Man" in FO3 and some interaction with the Institute as well, but assuming the game will in some way center around "Androids from the Commonwealth", is not anything substantiated by Bethesda as far as I know. They could play a big part or could be side quest material. On the issue of them not fitting into "Fallout Lore", I think that is 100% Bethesda's call....not any of ours.
To directly answer the OPs title: No, it's far too EARLY to complain about anything since the game is not released yet. However, yes, it is far too late to make any kind of "request" for something to be changed with the game (not that a potential customer request posted on these forums would do such a thing).
After Fallout 3, I had a feeling the aspect of Androids would be explored. I was prepared for it.
And you know what? There's robots with human brains in them, on top of all sorts of crazy science. Androids are par for the course.
