Too much info getting confused. Help setting up fo3 nv mods

Hello,
So I've been playing skyrim for the last two weeks and have modded it and it's now stable and game runs great.
Then, fallout had sale so I just needed to get it. I normally do not mod the games but the skyrim experience has blown me away and I just have to mod FO3 nv . I have been going through the forums and google and nexus mode, etc the whole afternoon but now I have reached the point where too much informTion has confused me... Therefore, I need to ask here a few questions....

So...
I have nexusmod account to get the mods. I'm sure this same place t? get FO3 NV ultimate, mods, right?

I have LOOT manager that I use to "load order" mods for skyrim, do I use the same for FO3 NV? If not, what do I need to "load order" mods for FO3nv?

Skyrim, I had to install an "extender/extension?" Called SKSE, I believe I need a similar file for FO3NV, right? What do I need?

And I have the tes5edit for skyrim to "fix/clean" mods for skyrim. Is there something similar for FO3NV? What do I need?

I'm looking to, 1st mod the "look" of the game. Textures, lighting, etc... Don't want to go overboard. Just a nice stable overhaul of the environment, more beautiful eye candy.... What do you guys recommend?

Of course other stable mods to for, general game patches, I got the ultimate? Version of he game and I believe it comes with a few extras...
Extra weapons not originally in the game, carrying load extender, like pouches in skyrim, faster mode of transportation...etc...

... I red some forum suggestion here and sites like reddit, but the post are old, some over 2yrs old...so basically what I'm asking you good people is a list of "must have" mods for FO3NV.

My rig can run most anything in ultra so no issues there.
I'm not the smartest dog in the block so DONT hate just because I ask too many questions that have probably been answered elsewhere.

1. Yes. In the corner of the site there should be 'games list' click on that and find New Vegas.

2. Yes you can use LOOT for NV. You have to go into the options and add the directory for the game.

3. Some mods need it, but not all of them. For NV it is called NVSE and it can be found at nvse.silverlock.org

4. Yes it's called NVEdit. You can find it on the nexus.

5. Some good 'visual' mods:

Vurts Wasteland Flora Overhaul
NMC Texture Pack
Ojo Bueno Texture Pack
Project Reality OR Nevada Skies (both requires nvse)
There is also a user named HECTROL that does various really nice HD textures for things.

6. Get Yukuchigai Unnofical Patch (YUP) from nexus. It's the best bug fix mod IMO.
