Tooth-In-The-Sea. Argonian Alteration Master Trainer. To receive the training from him you must under go a test if you are any race other than Argonian. ** Spoiler**

If you are born Argonian and speak with him about training he comments "A fellow Argonian. How good to see. Were you anyone else, I would require a test before offering you training, but it's one I'm sure you could pass."

Underlined is the comment in question

Alteration Master - Yes
Argonian Mage - Yes
Racist - Yes

I found this rather funny :D

Well, the way he says it, it makes it sound more like he knows an Argonian would have no trouble with the test anyway, so he figures it would just be a waste of time. But maybe he is just racist, he wouldn't be the only racist NPC in the game, Leyawiin has a number of them too.

He's not really racist. The test he gives you is staying with him underwater for a few hours but Argonians have Waterbreathing as a racial ability so the test is pointless for them.

I also don't see this as racist.

In Cyrodiil the races have some differences. Argonians can breath underwater. So there is no need to test them in that way. At best, maybe he could offer a different alteration test for Argonians. But it's a waste of time to see if an Argonian can breath underwater.

I think it's also a bit about him feeling a sense of unity with his fellow Argonians. Not racist, just preferential towards members of his own race. You make things easier for people you like, Tooth-In-The-Sea is perfectly justified in doing the same. :P

And his test would be completely pointless for Argonians, as already pointed out.
