For textures, try reading "http://www.gamesas.com/topic/1381981-new-rig-new-decisions-texture-packs/" thread. I installed some of the packs recommended there and I am really satisfied.

Before downloading mods that you are looking for I would suggest that you learn to use Wrye Bash and BOSS. These are essential tools for modding and are must haves. Also check this site for more information about modding: http://tescosi.com/wiki/Main_Page. Trust me when I say this because at the end you will save yourself time and needless grief. Good luck.

Well, even people who played Oblivion as little as a couple of years ago have benefited from some of the updated resources now available.
