im thinking they will be using the G.O.A.T test in character creation to set skills then your actions in game will improve them like skyrim

I don't think it's even remotely feasible to make predictions as specific as these before the 14th E3 conference.

It better not be grind actions to improve a skill. Fine in Skyrim where you swing a sword or pull a bow etc, but that would svck huge hairy donkey balls in a game like Fallout.

GOAT is actually an exam.

Unless Bethesda wants to make another "life time" thing with flashforwards,i don't think we will see it.

I don't think it will be GOAT this time. If the rumors of awakening from cryo are correct, then it may be like Oblivion where your decisions and how you escape the vault may prompt a menu screen when exiting that recommends skills to tag based on your choices. Or it could be like the movie "Demolition Man" where subliminal messages are piped to you while asleep so you have certain skills when you wake up. When you enter cryo you decide what to have piped in, and an option to tag other skills if you do not like the preselected ones.

The only thing the G.O.A.T. set in Fallout 3 was tag skills.
Setting them direct can offer a faster start.
