I think so I've never forgiven him though so you just have to find that one out. But, you can always use the hotel room in Novac if not.

It's a suite that's a precise replica of Benny's suite. You get it by hitting the third comp tier gambling at The Tops.

He always runs away and sends his goons up to kill you. It's a shame you couldn't actually side with him, I would've if it was an option.
