I've seen it said that peoples of Akavir correlate with the inhabitants of Tamriel, and most of the time I see the cat-people of Ka Po' Tun linked to the Khajiit, but an intoxicated idea occurred to me suddenly: the Ka Po' Tun is more like the Empire (theirs is the Tiger-Dragon Empire), and one of them became a dragon god. A mirror to the Empire's Talos taking Lorkhan's spot, maybe the time-god figure in Akavir is the missing deity and Tosh Raka is now filling that role.
