Tracizis

In a Brief History of the Empire, the poet Tracizis is mentioned as writing about the days and nights of blood and venom. Is it possible to figure out Tracizis' race based on his name? I would say he's a High Elf, but I really have no idea.

The name Tracizis doesn't sound Imperial, but how many elves write on behalf of the empire? I'm not able to recall if A Brief History of the Empire is biased towards or against the empire but I imagine your answer could be a little easier to find out after that.

First, ask what is the Night of Blood and Venom. Then figure the race from there.

There were Cyrodilic names before there were Imperialized names. These were of the keptu, nedic, kreath, etc tongues.

Before the day of Tiber Septim, all Tamriel was chaos. The poet Tracizis called that era "the days and nights of blood and venom." The kings were a petty lot of grasping tyrants, who fought Tiber's attempts to bring order to the land. But they were as disorganized as they were dissolute, and the strong hand of Septim brought peace forcibly to Tamriel. The year was 2E 896. The following year, the Emperor declared the beginning of a new era, so we began the 3rd Era, year aught.

Context tells me Tracizis is Cyrodilic.

Possibly one of the Cyrodiil/ Tsaesci Nephilim, that took the name because it sounded snake-ish.
