A Tragic Misunderstanding: Transcription Errors

Didn't know about this. I like how they put the "explanation" into an in-world frame, so it's still possibly erroneous. It's like they are saying "You want definitive answers? Nope, not here, move along, figure it out yourselves." Good way to deal with it in my opinion, although I'm unsure about their initial design descision. Either they didn't want to have another jungle-based province, or they kept it for familiarity.

That being said, there has been a lot of transcribing going on with Cyrodiil's description. The 1st PGE, Provinces of Tamriel and the Morrowind Savant dialogues all use the same sentence when describing it as a jungle. With the PGE being the oldest source, I figured this is where it originiated, but now it seems there is an earlier manuscript. Makes sense to me.

Also, transcription errors don't have to occur in writing, could as well be code. Definitely a TalOS CHIM thing.

CHIM can explain everything. In my opinion, that's a huge storytelling problem, but we started it at least back with Oblivion and it's not going to change again.

Except the "in-universe" explanation linked in the OP describes it as a literal transcription error.
