It's part of the main quest, if you didn't already know.

Speak to Betty, a little girl in the playground. If you want bad karma or simply don't care, play all her 'games' and she'll let you go.

Alternatively, you can hack the failsafe and shut the whole thing down for Good karma. I can't remember the exact order you have to select each item, but you'll get it eventually.

Either way, you are free to leave and James will speak to you afterwards.

I did this quest just last night. Head for the Abandoned House, and try to activate the failsafe.

In order to do this, click on each object in the right order. You'll know the right order by listening to the sound they make. Hit them in the order in which they make a bell noise.

If it makes a bell noise, then error noise, it's wrong. Click them in a different order until you hear bell noises in succession. Hopefully, this explanation is easily understandable. :P

Spoiler
he tone sequence is Radio, Pitcher, Gnome, Pitcher, Cinder Block, Gnome, Bottle.

It's actually not hard to figure out by trial and error due to the error tone when you make a wrong selection.

This thing I saw on the Fallout Wiki helped me. To remember the order of the objects:

Spoiler

"Rads Please Ghouls, Players Can Glow Badly"
Same first letters as; Radio, Pitcher, Gnome, Pitcher, Cinderblock, Gnome, Bottle

For a bad karma character just do everything Betty tells you to do.

On my first playthrough I ended up following what Betty asked even though I was trying to be good. I wasn't aware of the abandoned house and its contents. The not so crazy lady never approached me. I was 'reluctantly' doing her bidding. Still one of the standout moments of the game.
