Is there a dragon tongue? I don't know anything about that, but maybe it could be neat. I don't know that they've done much with the various languages that are supposed to exist within Tamriel, though, so it's not likely even if there is supposed to be some kind of language involving dragons... The most I've seen them develop with language is Elven, but they didn't do very much with it.

There are several letters than do not exist in the language, including C.
If you want to have a word with c in it you are out of luck.
I do believe it would be cool though.

They have a translator. I can't remember if it's on the official website or the Game-informers Skyrim hub, but it exists.

even if there is supposed to be some kind of language involving dragons...

how do you think Dragon Shouts are performed. And the lyrics to the trailer song is in draconic.

They made a whole language just for the game which is the language spoken by the Dragons. You should know this, it's talking about in every official source.
