why does the option to teleport between cities only appear occasionally? how to I trigger the option?

Click on it in your inventory and move it to your character screen (equip it) and you should get a small window asking where you want to teleport to. This not happening?

It only appears when you equip it because that was the only way to do it since it has a summon enchantment.
