Trouble making a Fence

I've run into some trouble making my mod. One of my NPCs needs to be a fence; he's got the Fences faction at rank 0 and the Thieves Guild faction at rank 2, but he won't buy my stolen goods. I tried comparing him to Ongar the World-Weary in the editor to see if maybe I missed something, but as far as I can see I've got all the important stuff. Any help would be much appreciated, thanks.

Did you set his Class to MerchFence?

Will he buy some goods, just not stolen goods? Set his Responsibility to 30 or lower.
Will he not buy any goods at all? Check his AI packages.

I set his Responsibility to 25 and he now buys stolen goods. Thanks for your help, I really appreciate it!
