Trouble Opening Ports

Hey, I'm having trouble with my router, and I'm not sure who else to ask. So here goes. I'm trying to set up a Hamachi server/Minecraft server/ make my damn XBL NAT open, but I can't seem to get anything to work properly. I'm using the Linksys/Cisco WRT160N wireless router, I should have a static IP address, and my router is cloned to use my PC's MAC address, but every port checker I use says every port is closed/times out. Even turning on DMZ doesn't change anything. I don't think I'm using any firewalls (aside from my router). I'm using Windows 7 64 bit if that matters any.

Can anyone help me? I've already tried http://portforward.com/ and a ridiculous amount of googling, but I'm not sure how to proceed. I'm not sure what I'm doing wrong and this is such a headache.

A little update (okay, so it's a shameless bump)...

I've been messing with my router for the past two days and I really can't figure it out. I apparently had the windows firewall active, but even turning it off doesn't change much. I now get a connection refused error instead of time out. Even going straight through my modem doesn't solve anything. Is this a problem with my ISP (Charter)? Does anyone have any idea how I should proceed? I just want my ports to be open :banghead: .
