Trouble Shooting my Mod lineup

Okay... for the past week, I've been playing Oblivion, but, despite using the UOP, it was, broken. People would NOT be where they should be.

Rossan in Chorrol, and Renoit (book store guy) wouldn't be there, heck a few members of the fighters guild as a whole wouldn't be in Chorrol. And Bruma was also effected, severely. Nord Winds, and the store next door would never be open. (Which brings to mind the same with "general goods store" in Chorrol, lead by Dar Ma's mom--I think I've played the game too many times.)
I remember walking to Skingrad and later to Kavatch, and find a bleedin' line of NPCs walking to or from.
Primarily, ONLY glitches were NPCs not being where they were supposed to be. Texture glitches, I can ignore. NPCs... not so much....

I had the Oblivion GOTY Edition, with some of the extra plugins installed (not all)
UOP 3.2 at first, with Darn UI, DesuChans Kawa Khajiits--and the HGEC stuff and the EVE mod so the clothes would all fit right. with Arthurs Natural Enviroments (2.9.5+2.9.7 Patch) and the Unique LandScape Massive OMOD.
With those, the problems above appeared. Could the Unique Landscape massive omod (I say massive because its the one that has all the Unique Landscapes)?

A FRESH Oblivion install shows no issues, with no mods, no plugins (actually this hasn't happened before too)

What did I do wrong? (I just did a fresh install sadly, I was so frustrated.)

I also simply use OBMM. Been used to it. 1.1.12

Just off the top of my head--did you download and install the official patch before you installed the UOP?

Actually, despite it saying GOTY I did double check, and confirm that the GOTY is up to date.

I "THINK" I know what caused those NPC issues... it might of been that Imperial City make over mod. Clintmichs Beautiful IC District Pack >.> I have installed in order: GOTY, DLC (Its the 2nd disc) Horse Armor, Spell Book, Orrery, Wizards Tower, Fighters Castle.
Then, Darnified UI, UOP Patch, UOP Plugin patch, UOP Shivering Isles Patch, UOP Supplementals. From there I booted the game, and utilized 1 save, that was outside the sewers, ran to Chorrol, and Bruma, and the NPCs are function. Did two 24 hr jumps, and still all good.

Installed HGEC body, EVE HGEC Body Armors, and DesuChan Kawa-Khaijits, and still good.

Installed OBGE, Qarls Packs, the Detailed Terrain set, and finally Arthurs Natural Environments. So far so good. I have yet to install the Unique Landscapes Compilation 1.6.0 yet... but I may just avoid Clintmichs Imperial City District, simply because I remember I needed to download Nav Meshes, and I'm worried that WAS the problem... so the test continues...

Edit: I wanted to edit my other post, but for some odd reason I couldn't >.<

I did quick COC's to Bruma and Chorrol to check this out. You're right: Rohssan is missing. Her shop is unlocked but she is nowhere to be found. Renoit's Books is locked and no one is inside. In Bruma I found no NPCs in either Novaroma or Hammer And Axe.

A quick glance at the mod in the CS shows that the mod hasn't touched Rohssan, Fjotreid (of Hammer and Axe) or Estelle (of Renoit's Books) in any way. So far, I have no idea what might be causing these NPCs to disappear.

Thank you very much for bringing this to light, JohnMidnight. I was planning to use this in my next game. Guess it's back to Better Cities for me. It's a real shame too, because I thought this mod made the Imperial City look very nice. I even added some extra foliage of my own to the Market District. *sigh*

At least I'm not, rather, wasn't alone. Rebuilding the mod structure has fixed the issues that had appeared, and everything is fine, so far.

I have simply only jumped forward three days, so I will continue to run tests with the mod installed till the issues appear again. So theirs no point yet to not download the mod.

I hope it works for you... and I hope its not the mod... the NPCs that didn't exist exist, but now I have 5 "Quill Weeves" called Reve-SnakeScale, and the person your supposed to see in the Rats Quest isn't there either... wth is going on?

Turning this off, fixes the issue >:|
