Trouble.

Clearly im runnning fallout on steam and everytime i play it says missing executable. the virus protection is down and im allowed to play it...

idk if its the system requirements.

i have a

630i geforce card

dual core 3.50hz

4 gb ram

Which executable does it say is missing?

Have you tried verifying your local files through Steam?

In Steam Library, right-click on Fallout New Vegas; select Properties on the menu (it's the bottom menu item).

In the window that opens, click the tab that says "Local Files"

Click the bottom button in the next window, the one that says "Verify Integrity of Game Cache ..."

If you're missing any files, Steam should download and install them.

Look in the FNV directory. Are falloutnv.exe and falloutnvlauncher.exe there?

Anti-virus is usually the cause of this.

Do you have the german version of the game?
