Trouble with Vault 74 tutorial

I've just gotten the G.E.C.K. and i'm learning how to use it with the tutorial and i've gotten to the part where i'm suposed to test it with the COC command but when i look for it in the data file it isn't there. can anyone help me?

If you are on Vista/7 it is because you did not run the GECK as Administrator. Thus, when you hit 'save' in the GECK your computer though it was a virus trying to mess with your Fallout folder and did not let it save. So right click on the icon for the geck, click Compatability then check 'Always run as administrator' then every time you run the GECK it will ask to make sure you want to run it (thinking its some kind of virus) and you just click yes. So, sadly if this is the case, you must restart from scratch with it. Hope this helps.

I don't know who to talk to about this last add on for Fallout 3, but I am in the process of developing one of the best game add-ons yet for Fallout-3. It entails retrieving all of the G.E.C.K.s, but the last one you have to leave the Wasteland to retrieve it. You have to go to the Commonwealth to get it. There, you have to break into the Science Laboratories and find a certain key that will unlock the Vault that will house the G E C K. There, as with all the other G E C Ks, you have to run one or more programs in order to deactivate it, pick it up, then take it to the chosen drop off site. It also brings up your experience limit to 40, whereas Broken Steel brought it up to 30.

So, whomever can tell me who to get in touch with on this final game add-on, please let me know, or an answer.
Any and all help would be much appreciated.
I need to know if I can keep working on the program, or should I dump it....

Ummm... Papajack55 you mean your making a mod and... you want them to make it an official DLC? Is that what you are saying? If so, they will not. They are 100% done with Fallout 3, plus they would never turn a mod into a DLC. And be careful saying its the best one yet, as it depends on alot of things, and opinion, to determine that. Some of the things you say there make you sound not very experienced with the GECK and your so pompous that you think they would make your mod into a DLC and its the best? Raising the max level to 40 is also a really bad idea. It can cause issues with maxed skills, perks, and being stuck in the level screen. I honestly don't know what else to say. Just that you can forget making it an official DLC. I'm unsure as to why you even thought they would make your mod into one. The 5 existing DLC were developed entirely by Bethesda Game Studios, and not by random people.... I am at a loss of words as what else to say... if anyone else would like to step in please do.

All game add-ons made by players are released freely to the community and they are called 'Mods'. Since Beth retains the liscense to the game and the GECK, anything made with the GECK is actually the property of gamesas. They allow people to use it and make mods to release to each other 'freely'.

If the mod is something you want to work on, there is no problem with that. Just realize that it will be a mod, not an official DLC. I upload all my mods to the fallout Nexus. Its also where you can go to find user made mods. Lots of them. http://www.fallout3nexus.com
