I'm trying to find a text written by Michael Kirkbride, but no luck.

It's the one about two nations that seemingly only exists in a storybook. Somehow a letter of taxation or something reaches Cyrodiil who almost go to war against Alinor because of it.

I think both of the states were seafaring nations.

I've looked on The Imperial Library and I've googled, but I can't find it!! Does anyone know what I'm talking about? Does anybody know the name of the text?

I believe I know which text you're referring to, but I unfortunately don't recall the name of the island, since that would be vital in finding it. It was about a group of offshoot Chimer disconnected from the rest of Tamriel, yes? As far as I recall, you won't find it on TIL since it was never posted there, but rather here on the forums. Its going on about, what, a couple years old now, so I'm if you can still find it on the boards here.
