At some point during the early part of my first playthrough, I stumbled upon Vault 3 and was immediately attacked by some fiends, so I proceeded to butcher all of the fiends in the Vault.

Now, some 140 hrs later into the same playthrough, I have come to the realization that I may have ruined my chance to get the Turbo recipe from the Great Khans.

Is there no way to complete the quest to get the Turbo recipe?

Motor-Runner is dead, of course. Is it possible to resurrect him via a console command, or would that mess up a lot of quests?
