You have the option of receiving the Turbo Recipe from Diane of the Great Khans on the first leg of the Aba Daba Honeymoon quest. from wiki

delivering drugs to motor mouth comes after one or two other errands. so i guess you should be able to.

Apparently even though its part 3 you insta fail... makes no sense. I am holding off hoping its patched or something. i am just hoping there is another way around because I havent got a save back that far, and my character is a sniper who lives of the wastes. So it would be great to have recipes for turbo.
