There is a mod that does this, but a lot of other things as well, and I just want this effect.

When changing to a werewolf with Beast Form, how does one go about adding a fear effect, similar to the howl, for about 5 seconds? I'm looking at Beast Form in the CK but I don't see many options.

Either this, or player invulnerability during the transformation.
