Two little questions about "Real Barenziah"

So I have two little questions about this book as you can see in the tittle. First one - I know Symmachus ordered his men to cut Straw's tongue. But later on in the novel I have read that Straw is dead. oO How did that happen? Or maybe I missed something (due to my not-perfect language skills :)).

Second question is about artifacts. I know that Staff Of Chaos was hidden under Mournhold but there was also something about other artifact. Magical Horn or something like that. Could anyone lore-skilled tell me what the hell this horn is? There was like plot that this horn was removed and taken somewhere else (?) and Emperor put Staff Of Chaos instead? I do not know - I am probably mistaken so I would be very grateful for him/her. :P

The time between Straw's tongue being cut out and the time they say he's dead is over 300 years. Barenziah is a Mer, so she can live that long.

The second question, I don't know. I don't think we know that much about it.

From the Real Barenziah. Apparently it makes Nords go away, sounds useful. Ephen isn't much to worry about, but you'd have figured they would have done something with him in Tribunal.

I think it's safe to say that it does a heck of a lot more than make Nords go away:
    "He knew the Staff lay there, not the Horn, and that he must teleport to safety, for the Staff is not a weapon that would have seen him clear, unlike the horn. Praise the gods he hath not that!... Tiber Septim claimed the Horn, but left the Staff for safe-keeping. Nightingale can use the Staff to sow seeds of strife and dissension, if he wishes, yet that alone will not gain him power. That lies with the Horn and the ability to use it."--Symmachus

So, not only is the Horn capable of 'seeing him clear' had Tharn gotten it, but from Symmachus' exclamation of 'Praise the gods he hath not that' it's safe to assume that it's more powerful than the Staff of Chaos - not only because of the exclamation, but also because it says that with the Horn lies to the ability to gain power...

Been awhile since I've read this one, but I believe it is implied (if not outright stated) that Symmachus has Straw killed and then lies about it to Barenziah.

EDIT: No, I seem to have made that up.
