I don't understand.

So your saying that people will be distracted by having a rifle or something over having two pistols. I find that odd, at least nothing like that will happen to me, i think....

I believe he's referring to the urge to go and fight when you have a big gun. Kind of like the theory that not having KDR will keep you from focusing on killing.

As Wraith said, we don't know either way.

There's (old) video evidence that shows Primary and Secondary weapon selection, but sidearms are missing in the list of Primary weapon options - because it's old, it's not 100% confirmed, but it implies that pistols won't be available as Primaries.
