Two Possibly Dumb Questions, Help?

Hey guys, I am loving the game so far but I experienced some things tonight that puzzled me, I was wondering if these were bugs or if I did something to cause them.

I am playing a Nord warrior and I left a city through it's city gate and 3 hired thugs were waiting for me and said something like "time to teach you a lesson." I ended up getting killed by them like 8 times. the reason I got killed so much was because, as a nord, I tried to use my warcry spell to scatter them so I can take them out one by one. Unfortunately, it somehow aggroed all of the city guards and archers on the walls of the city. It was hard enough to take down the fully armed thugs without arrows hitting me in the face, needlessly to say I died alot before I lowered the difficulty for the fight.

1. Does warcry aggro friendly NPC's?
2. What causes hired thugs to come after you?

Before you guys say I did something bad with the thugs, I didnt. I am a morally good character and the only thing I did was steal a horse from a bandit camp that I found near the city, and I don't think that is it because the guards didn't bother me or anything.

being morally good an ddoing the right thing...ur gonna have enemies.

but back to ur question..yes the shout can agro guards IF ur in a fight because it dose do damage.

Oh well that kind of stinks, doesn't make a whole lot of sense for my warcry to piss off my allies.

The hired thugs are possibly some kind of quest. That part has happened to me but I don't know why yet. If you search the bodies I believe one of them should have a contract or note on them.

I don't know that spell so not sure about it's affects. Is it possible you hit a friendly NPC with a ranged attack/spell which caused them to attack you? Check your bounty?

For Question 2, it's a World Encounter. It happened because you stole something but you weren't caught. So the owner hired some Thugs to come after you. Supposedly they carry a note from the person that hired them. That's all according to the Strategy Guide, anyway.

As I've read, there are other Thugs and Bandits that just ambush you for no reason. If any of this is wrong, though, I'm sure someone else here can correct me.
