ultimate edition 360 region compatibility? : Fallout: New Vegas

I'm looking to buy the ultimate edition. My 360 is NTSC J.

Don't think the ultimate edition is sold in my country so i'll have to import.

Does the japanese version use english for voices and texts?
Is the NA or PAL version compatible with a NTSC J console?
