That's for the story quest, i'm talking about openworld after that quest, it's not cleared on the map.
Did you kill the DeathClaw monster? Gotta' kill him too.
Then you're in the same puddle as we are, the mainquest progressed but for some reason ONLY concord and museum respawn but none of the other inside areas do.
Most, if not all, locations will respawn enemies after you've cleared them - just like in Skyrim and previous Bethesda Fallout games.
Here is the problem with this quest. If you kill the raiders after talking to the people in the museum but before you put on the power armor (like I did because I got lost) the game will not tally your kills. What you have to do is talk to the people in the museum, get the power source, get the armor and put it on, then go out and kill the raiders. Then the quest works. Note, you can take out the raiders on the way to the museum if you want, that's OK, its just after being told about the power armor that you need to be careful.
Note this is early enough in the game that reloading a save from Sanctuary or even the Vault is not a huge deal to do.
I ran into the exact same issue, also on PS4. The objective said something to the effect of "clear all hostiles", which is exactly what I did. Every hostile in every building, every hostile out in the streets, even the hostiles underground. Still, the quest did not update, meaning my game came to a halt.
A friend suggested to me that this might be the case. Rather than playing by rulebook (do A, then do B and don't switch 'em up!), I took matters into my own hands and played my way. As a result, the game didn't properly register my activity. I had also done quite a bit of other exploring, just trying to learn my way around this new, wild world. Because of the game-breaking glitch with that first formal outer-world quest, I now worried that I may have messed up a lot of future quests by not adhering to the rules.
As CCNA points out, it was early enough to just start all over, so that's what I did. I looked at it as an opportunity to re-roll my character, giving her a new face and picking out different SPECIAL attributes. While it annoys me that the game would be so easily broken (and so early!), I'm not entirely saddened to have started over. I did the quest without doing other things first and it properly updated.
