I'm posting this problem on behalf of a friend. We both scoured the Internets looking for a solution but could not find a precedence to this issue.

He is level 42 and had no major problems up to this point. He has been running with the Ripper or sword-like weapons (melee) for a while. He realized today that any time he tries to shoot any enemy with or without VATS, he can't deal any damage whatsoever. When VATS is pulled up, it goes slow-mo but the camera dips as if focusing on the player's feet and then slowly acquires a target.

He can still cause damage using melee weapons.

Has anyone run into this problem and/or can think of a possible fix?

He's tried any fix for bugs on the PS4 that he can find such as entering/exiting power armor, switching between 1st/3d person views, and switching companions. He's tried loading previous saves but the problem still persists. System reset was also tried.
