I believe this to have begun after completing the "Reunions" quest. Anyways I am unable to use any weapons, and am also unable to enter vats. I've tried saving and turning the console on and off, although to no avail. Any help is appreciated so that i am able to get back to my game.

I didn't notice until sometime after, so all recent saves were bugged. :/

Can you re-install the game inclusive patch? (don't delete your saves accidentally, or even better make a backup.)

So first delete your game completely.

After you delete your game according to this: https://support.us.playstation.com/articles/en_US/KC_Article/Safe-Mode-PS4/

...make Option 5. So, Rebuild Database

After that, install your game again inclusive patch.

Try then to load a save.

I'll give that a shot now, and let you know how it goes.
