I was in the process of doing the Influencing People quest and to my despair, I couldn't find the holotape in the X-13 Testing area. Is there a lower floor I'm supposed to know about? Any help is appreciated.

That area tricked me for a second, too. It is the floor above you. There is a terminal in the corner. The info on the terminal is the actual upgrade. Not a holotape.
