Just a quick question.

I've decided to delve back in to the wonders of Fallout NV and want to try my hand at completing the game on HC mode whilst tearing stuff up with my fists, unfortunately though I just can't decide on my SPECIAL build because someone told me something the other day which threw everything out the window.

Usually I'd go,

S - 8 (9 Implant, 10 with Power Armour)
P - 5 (6 Implant, for Better Crits perk)
E - 9 (10 Implant)
C - 1 (Meh)
I - 3 (4 Implant)
A - 6(7 Implant, 8 Small Frame, 9 Intense Training)
L - 9 (10 Implant)

And I'd tag Small Frame and Built To Destroy.

However.

Someone told me Small Frame on HC is not a good idea? And mentioned no need for Luck to be above 7 whilst in HC? Is there a good reason for this?
