Hey guys, I was not sure which sub forum to put this in.

You know when starting a new game, the in game map (world map, not local) is covered up. visiting different cells uncovers a part of the map you are at. For PC users, typing in the console "fillmap" gives many of the key locations but the map is still covered.

I have explored Vvardenfell to death, but on my new character I just want the whole map to be uncovered. Is there any way to do that by chance?

Nope, the game requires that you actually visit the cell.
