why? there isnt very much water.. why waste resources on something so useless, unless a large water expansion is planned, which i doubt.
making underwater work with combat take a lot of time and resources, that are probably better spent elsewhere, at least until an area with more water is introduced.
daoc had no underwater swimming until it released an expansion that was like 60% underwater in vast oceans. i cannot imagine devoting resources to add animations, lighting, collision, movement, etc for a few rivers and ponds. i would be happy to see it tho if they add an underwater zone

The mer folks are actually evolved form merman and the expansion will be explore their homeland Aldmeris underwater!! j/k
I've been asking for this, but maybe it would be better in Single Player. I imagine there might be a bit of lag fighting underwater.
Z axis movement is rarely present in any MMO at launch. Being able to dive down into the water may seem like a small thing, but it is actually a very big thing.
WoW and GW2 did it at launch, Aions also have it at launch. I'm not sure about other MMO tho.
However, I don't think ESO or any MMO really needed it. They are nice to have it but I won't missed them at all.
WoW didn't have it at launch. They had griffins that you weren't able to control. There's a big difference between that and total freedom of movement within the z-axis. It wasn't until later that they added flying mounts that you could actually control.
I only played GW2 for a short time, but I don't recall any z-axis stuff.
Water ARE z-azis. Flying is not the only z-axis. Both GW2 and WoW have Z-axis from the get go. Aion obviously with the wings etc.
I would just like to point out that you cannot realistically use 90% of the weapons or armor underwater. Swinging swords? Nope. Shooting arrows? Nope. Breathing fire? You might make a nice jacuzzi but that's it. And anyone wearing heavy armor will sink to the bottom and stay there, it's so dangerous that nobody even chances it.
Anyone who says "well you can just get it enchanted" or "They can make up new lore to fit it" isn't worth listening to. They are the casuals who care nothing for realism and immersion and just want teh epic wat0r bossez, you'll probably see them in the "Why don't we have Dragunz?!?" threads too.
I would not be opposed to a naval expansion pack, but no underwater content please.
Would eventually like to see underwater added, but understand why its currently a no-go.
I,d rather they don't add underwater stuff, because then they would have to decide if they make combat in water too...
If they don't, just hide in water to be invincible...
If they do... well, I've never seen underwater combat that wasn't awful
Every time I've visited a forum for a RPG yet to be released there always seems to be those people that are perhaps obsessed with swimming and underwater stuff being in the game. I've personally never seen the appeal to it. I prefer to stay dry.
I remember back when Lineage 2 first launched. There was water, but there was no swimming. If you went in the water you literally walked along the bottom. I remember walking, through the ocean, from Talking Island to Gludin Village just because I could. They eventually added actual swimming at some point, but I had been perfectly fine with the walking
A game in 2014 especially a MMO should have underwater swimming, diving and combat. The Elder Scrolls without it is like Chocolate chip cookies without the chocolate chips.
I am all for underwater diving into caves and such, but as someone earlier pointed out, there would have to be and alternative combat system as the current doesnt work in such an enviroment.
If Arenanet can do it I have faith Bethseda could also.
If they add underwater, I want to see it used only for swimming through to get to a cave/tunnel/reach sunken treasure/plants, not for fighting bosses and such. Swinging swords, and casting spells underwater would be ridiculous.
Its not bethesda who are making the game and ArenaNet were founded by veteran developers from Blizzard.
And lets be honest, even if its Bethesda who are making the game, i still doubt they can pull it off, afterall, TES is not known for having good underwater content.
All I have to say is give it time. It may or may not be added. If added it can be included in a update or in a expansion. You also have entire oceans for them to use.
Ok so if the game Guild Wars 2 can do it I'm confident that TESO can do it better. I wish they would.
