That doesn't sound like a bad idea... Doubt it's in the game, though.

Wasn't there a preview where an underwater entrance to a necromancers lair was found?

Hell yeah that would be awesome, but maybe only once in a quest or something. I don't wanna swim around searching for dragons. But a quest that you take out a boat and a huge dragon comes out? Jaws x100000000

Off-topic, but I'd rather have http://fc01.deviantart.net/fs31/f/2008/194/9/4/Succubus_2_Color_by_residentlilly.jpg.

Oh god that would be so awesome
And I'd hate it so much, crying while I play.

Getting eaten whole
Pulled under water
Or critters burrowing into me

Greatest fears ever. Sea serpents include two of them already, oh god! And possibly the third one if they get really, really creative
Awesome heebiejeebies. I'd still play it. And laugh after I scream hysterically from something ganking my scubadiver

Even though I love the idea, I still doubt that there will be dragons living under the water.
Still, there could be some other dragon-like creatures living there like sea serpents and similar.
Something like http://www.google.hr/imgres?q=leviathan&start=17&num=10&um=1&hl=hr&biw=1280&bih=657&tbm=isch&tbnid=9xGnjlhM2F_RjM:&imgrefurl=http://feed238.photobucket.com/albums/ff211/dan%5Bcensored%5Dsyou/account.rss&docid=h4zZKV6nbb1svM&imgurl=http://i238.photobucket.com/albums/ff211/dan%5Bcensored%5Dsyou/leviathan.jpg&w=602&h=797&ei=zW2eTtm8J6Tg4QSzw9jLCQ&zoom=1, http://th00.deviantart.net/fs9/PRE/i/2006/036/0/8/Sea_serpent_by_NetRaptor.jpg and http://www.allposters.com/IMAGES/153/FP2794.jpg.

Even though, I wouldn't mind to see a Leviathan-like creature.
'Oh what a beautiful day!
Nice time to catch some sun on this island I've never seen before.'
*island starts to move and then http://art.ngfiles.com/images/9/archir_leviathan.jpg emerges*
'Hmmm... crap. >_>'
*run, run, run, run*

Also, a http://lair2000.net/Mermaids_Retreat/Research/kraken.jpg encounter every now and then would be nice. ^_^

But I do hope that the improved overall aquatic world since it was kinda meh in Morrowind and absolutely pathetic in Oblivion. >_>

It would be also cool if they improve areal wildlife also.
Some other flying creatures except dragons would be cool.
Also, things like birds and similar wouldn't be that bad of an idea ether.
