In this play through I'm concentrating on Sanctuary as my main settlement. I'm not aligned with any faction at this point. Preston and the gang are still holed up in Concorde for all I know because I haven't been there.

Sanctuary currently has:

Settlers - 14

Beds - 20

Food - 36

Water - 26

Power - 9

Defense - 61

Plus a bar, clothing store and a clinic.

Happiness is down to 47. Not sure what else I can do for these people. They ought to be throwing flowers at my feet at this point.

Keep building bars and restaurant, all the extra citizens should work on a the third tier food store. If you have enough food, enough defense, all houses are under roof, and a bunch of food stores, you will get 100%.
